The regulatory actions aimed at fostering the energy efficiency of buildings, even though with delays and slowness, have triggered a cultural change. Several Italian municipalities have intervened on building regulations in order to facilitate such changes in the approach of those who design, construct, and manage buildings.
It is an ongoing and still incomplete process, with substantial differences at the territorial level.
Over the last years, also the real estate market has significantly changed regarding energy efficiency issues.
Until 2012, the market demand showed interest for high energy performance houses for not more than 9-10% of the total demand, whereas in recent years such share has more than doubled, reaching 24,5% in 2016.
