The block building was built in the second half of the sixties, and is located in Viale Miramare no. 9. The property, unencumbered on three sides, borders to the south with Viale Miramare (whose side represents the main façade), to the west with Via della Scala del Belvedere, to the east with Via degli Stella and to the north with an adjoining building intended for use as a garage called “Autopark Belvedere”.

The building is divided into eight aboveground floors, with commercial activities on the ground floor; the first floor is occupied almost entirely by regionally-owned offices, while the upper levels are intended for residential use, although they are currently registered as public offices (B/ 4) obtained by merging multiple units. The property has three entrances, located on Via degli Stella no. 2, Viale Miramare no. 9 and Via Scala al Belvedere no. 1. The property presents a classic building typology consisting of a reinforced concrete cage frame and an external infill made of bricks. The regional property boasts a large atrium and despite having three access stairs, one for each house number, the most used one is the direct entrance from Via degli Stella, albeit exclusively for the office workers.

The property is located in the central area of Trieste, capital of the province of the same name and of the Friuli Venezia-Giulia Region, near the Porto Vecchio, one of the most significant redevelopment areas of the city, opposite the railway station; the Miramare Castle, one of the main attractions of the city, is located approximately 7 km away from the property.
