The property also includes a courtyard area of about 800 sqm, fully fenced with low wall and metal mesh, encumbered with an easement of passage in favour of third parties. The main structure is made up of two housing units of 2.5 and 3.5 compartments respectively, plus a storage unit of about 138 sqm. The building is made with a solid brick masonry load-bearing structure, beam and brick ceilings and a roof with a wooden framework and roof tiles; the windows are in common wood while the floors are made of grit and cement tiles. The secondary structure, located in the open courtyard and used for storage, is made of masonry, with a roof in fibre cement sheets, and has no windows.
CURRENT URBAN PLANNING REGULATION
The property is included in “Areas for Equipment of Social Interest: areas intended for private equipment of public interest” regulated by Art. 15 of the Technical Implementation Rules of the current urban planning regulation. The municipal territory falls into the following scope: “Area of environmental and landscape interest”.
The property is NOT of cultural interest as per Art. 10-12 of Legislative Decree no. 42/2004, as set forth in Circ. no. 6458/09 of 19/05/2009 of the Ministry of Cultural Heritage and Activities. Regional Directorate for Cultural and Landscape Heritage of Piedmont.
The property is located in the central area of Vinzaglio, an agricultural village of about 500 inhabitants located 25 km away from the Provincial Capital, Novara, to the South. The municipality is a short distance away from the city of Vercelli (8 km). Vinzaglio is the more peripheral municipality in the south of Novara, and can be reached via either Provincial Road SP-11 or Provincial Road SP-56. The motorway exit “Vercelli Est” of A-26 highway (Genoa- Tavellona Toce) is 9 km away from the area and allows for a quick entrance onto the Turin-Milan-Trieste A-4 highway. The property overlooks one of the main roads of the village’s centre, open to pedestrian and vehicular traffic, in a fairly built context mainly characterised by rural buildings. The most interesting monuments are the “B.M. Maria Assunta” parish church (16th Century), San Rocco’s Chapel (built in memory of the fallen of the world war) and the Castello Serra, of which only the remains of three towers and part of the walls of the ancient thirteenth-century fortress remain, near the current Renaissance castle.
