Disused railway areas located in the semi-central area of Voghera, inside the Italian State Railways' station of the Lombard city, in a strategic position with great development potential. The property covers an area of approximately 67,500 sqm. The project to quadruple the Pavia-Voghera line is currently underway, a circumstance that will involve a partial re-definition of the southern border with the tracks, and a reduction of the land area of approximately 45,000/50,000 sqm. The areas are identified, from an urban planning perspective, as: «Existing Tracks» pursuant to Art. 55 of the Territorial Zoning Plan’s Service Plan and subject for a portion to «Forest Area» landscape constraints. Voghera’s Territorial Zoning Plan was approved in December 2012, while the procedure for the first General Variation to the TZP was started on 13 March 2019; with notice dated 1 February 2021, the Municipal Administration initiated the first General Variation of the current TZP. In March 2023, a Memorandum of Understanding was signed between the FS Group (Italian State Railways) and the Municipality of Voghera, which provides for the establishment of strategic functions for the city in the disused areas, corresponding to the old train lifting area, the locomotive shed and partly to the former freight yard. A board of experts assessed the compatibility of the functions dedicated to urban life, with great attention paid to the reduction of energy consumption and to green energy solutions, in addition to improving the safety conditions of the surrounding urban context.

The areas are located within the perimeter of Voghera’s (population 38,854) railway station, in the province of Pavia, in a semi-central area of the Lombard municipality. The city is an important railway hub and is crossed by the High Speed line, on the Milan- Genoa and Alessandria-Piacenza lines, which guarantee connections with the cities of Alessandria, Asti, Genoa, Livorno, Piacenza, Milan and Ventimiglia. The municipality is located along the two TENT corridors: Lisbon – Kiev and Rotterdam-Genoa, and is crossed by the Milan-Genoa A-7 motorway (Autostrada dei Fiori) and by the Turin-Piacenza A-21 motorway, as well as by the state road SS-10 which connects Lombardy with Piedmont.
