The property, a former air raid shelter built during the Second World War, consists of a tubular tunnel with a vaulted brick ceiling of an average height of 2.5 m and a brick floor. The tunnel extends for a total length of 104 m, with three blind tunnels of 18 m, for a total length of approximately 123 m and a surface area of 368 sqm. The property is located in the historic centre of Perugia and extends under the Government Palace (now the seat of the Province) and partly under the road level of Viale Carlo Alberto and Via Marzia.

The shelter was designed to hold three hundred people but during the bombings it held thousands at the same time. Some writings (in Italian and German) dating back to the war period are still visible inside. In 1944, the bunker was closed forever and the main entrances were walled up. Due to its particular location (below the offices of the Government Palace of Perugia), the property remained unused for years for security reasons.
