Under the current Municipal Development Plan (PRG), the property falls within “semi-extensive residential zones, types B and C,” as defined by Articles 9, 10 and 16.5 of the applicable Planning Regulations (NTA).
In residential zones, the permitted use of buildings is predominantly residential.
Uses that are incompatible with residential functions from a hygienic or environmental standpoint—specifically industrial and artisanal uses—are prohibited.
The area is subject to the restrictions set out in Legislative Decree No. 490 of 29 October 1999, “Testo unico delle disposizioni legislative in materia di beni culturali e ambientali, a norma dell’art. 1 della Legge 8 ottobre 1997, n. 352” (“Consolidated Act of Legislative Provisions on Cultural and Environmental Heritage, pursuant to Article 1 of Law No. 352 of 8 October 1997”), with reference to Articles 146–139.
The property is located in the hamlet of Albacina, within the municipality of Fabriano, a vast hilly area with very ancient origins. Albacina is a medieval settlement featuring a small castle, situated at the foot of Mount S. Vicino. The urban fabric of the area is homogeneous and predominantly residential, characterized by detached multi-family buildings with private outdoor spaces (constructed in masonry or reinforced concrete, generally 2–3 storeys high), as well as a large industrial complex nearby. The availability of primary services and public transport connections to the town centre is limited. The hamlet lies 12 km from the centre of Fabriano and is accessible from State Road 76 (exit “Borgo Tufico”, approximately 2 km away), a high‑capacity road linking the area to the Adriatic coast (70 km), to Umbria, and to Rome.
