The area of the former Stamoto Barracks is located in the eastern outskirts of Bologna, not far from the ring road junction and the motorway, and is defined to the north by the strong, now historic, severance created by the Adriatic railway line, opened in 1861.
The urban parts with which the area relates to, feature different characteristics, in terms of history and urban fabric. To the west, the barracks are positioned in the close vicinity of Via Massarenti, a primary axis of the historic road system towards the countryside. To the south, the landscape — characterised by low settlement density — is distinctly urban: there are residences, school facilities of different levels, public green areas, community gardens, and local services.
Via del Parco, 16 - 40138 Bologna (BO) The portion of the former STAMOTO Barracks subject to intervention is an unused state-owned complex, decommissioned by the Ministry of Defence in 2023 and, at the same time as its decommissioning, transferred by the State Property Agency to the Municipality of Bologna. The complex is in an overall state of physical and functional deterioration. The maintenance condition is particularly compromised in some portions of the site, especially in the oldest buildings, which are in very poor condition due to age, outdated construction technologies, and lack of maintenance, resulting in structural distress, localised collapses, roof deterioration, and system obsolescence.
The decay also affects the external areas, affected by uncontrolled vegetation growth.
Preliminary environmental investigations have been carried out on the site, and the remediation procedure for contaminated sites pursuant to Legislative Decree 152/2006 has been initiated. At present, a variation to the Characterisation Plan already submitted for remediation purposes is under approval, and it is specified that remediation activities will be carried out by the Agency in compliance with the applicable legislation. At the time of decommissioning, no documentation was provided regarding unexploded ordnance clearance (UXO) and explosive remnants of war, and no characterisation assessments on ordnance-related risk are currently available.
In 2017, the Regional Commission for Cultural Heritage declared part of the complex to be of historical and artistic interest. The transformation must therefore ensure the compatible reuse of the protected heritage, the public and cultural enhancement of its historical elements, and the integration of conservation, sustainability, and architectural innovation.
Located in a strategic position between the historic city and the eastern districts, the area of the former STAMOTO Barracks lies within a consolidated urban fabric characterised by an integrated presence of residential buildings, public services, school facilities, sports amenities, and more. Among the public facilities in the surroundings, school buildings are particularly prominent: to the east of the site, there is a secondary‑education complex accompanied by a sports centre and a recreational club. The northern edge of the site is defined by the Bologna–Ravenna railway line.
