In collaboration with the Municipal Administration, the Diocleziano/Giulio Cesare/Leopardi sub-area project includes:
• the development of the areas undergoing transformation through the establishment of new public and private functions, with the possibility of temporary reuse;
• the implementation of urban redevelopment and interconnection projects (walkways and pedestrian walkways) between the two aforementioned sub-areas covered by the AdP, also to improve urban connectivity and facilitate direct connections between the railway station, the FSSU-Metropark car park, and the Campegna station under construction;
• the enhancement of the rail-rail-road interchange system (railway stops, subway lines L2 – L6, and interchange car park) and accessibility to the transport network, in order to ensure high urban permeability at the hub.
Disused railway areas totaling approximately 125,000 square meters are within the consolidated urban fabric around the Naples Campi Flegrei Station and the Piazza Leopardi Station. FS Sistemi Urbani, in conjunction with the relevant authorities, is developing an urban transformation and infrastructure upgrade project.
On January 29, 2025, FS Sistemi Urbani signed the Program Agreement (AdP) with the Campania Region, the Municipality of Naples, the State Property Agency, Uni Parthenope, and RFI “for the construction of the Line 6 metro station and depot, the urban regeneration of the railway areas, and the creation of a university campus promoted by the University of Naples “Parthenope” in the former military arsenal complex on Via Campegna.”
The railway area being transformed by the AdP is divided into two distinct sub-areas:
• Campegna sub-area, covering approximately 90,000 square meters, is intended for the construction of the station and depot for the L6 metro line. In accordance with the objectives of the AdP, the depot/workshop for the L6 line will be built. The transformation of the depot/workshop began last December 2025 with the transfer to the Municipality of Naples.
• Diocleziano/Giulio Cesare/Leopardi sub-area, covering approximately 35,000 square meters, is intended for urban development. This latter area includes the implementation of new building rights for various uses, such as student housing, office space, hospitality facilities, commercial and residential areas.
The area, located in the Fuorigrotta neighborhood, a short distance from Naples’ historic center, benefits from a central location close to its main attractions. The surrounding urban area boasts several attractions, including the Federico II University, the “Mostra d’Oltremare” exhibition center, the Maradona Stadium, the Agnano racecourse, and other cultural activities. Its proximity to major roads, highways, and public transportation makes it an extremely accessible area. Extensive rail connectivity is ensured by the adjacent Campi Flegrei metro station on line 2, which connects to Naples’ high-speed and regional railways, as well as the new L6 and L7 metro lines currently under development.
