Tor Vergata Social Housing is part of the broader project for the regeneration of the Tor Vergata state-owned complex, in the eastern quadrant of Rome. The intervention area, covering approximately 50,000 sqm, occupies a strategic position in the metropolitan urban system, in close connection with the Tor Vergata University Campus, the university hospital, and the scientific centres of Frascati, as well as with the main metropolitan and highway transport infrastructures. The project, in the northern part of the area of just under ten hectares, envisions the creation of a new residential district with a social vocation, a social mix, and a strong emphasis on sustainability, student housing, and commercial services.

Tor Vergata Social Housing concerns the construction of a new residential settlement within the area of the former City of Sport, now owned by the State Property Agency. The area currently has no operational buildings and is subject to a single urban planning design aimed at reducing land consumption and enhancing ecological connections. The planned Gross Floor Area is approximately 36,000 sqm, mainly intended for social housing functions (ERP- public housing/ERS-affordable housing), integrated with neighbourhood services, local retail, collective spaces, educational services for children, and cultural and social activities overlooking public spaces. The intervention is part of the broader ‘Green City’ development strategy – Proposal for integrated development and the enhancement of the ‘Città dello Sport’ complex, which includes the creation of new administrative, cultural, educational, sports, and wellness functions, contributing to the creation of a new urban centre in the eastern quadrant of Rome. The masterplan provides bioclimatic building solutions, sustainable management of rainwater, heat island mitigation, continuity of green corridors, and a complex system of open spaces consisting of squares, greenways, green courtyards, and cycle-pedestrian paths. The territorial context is characterized by the presence of important attractive poles such as the University of Tor Vergata, the university hospital, the research centres of Frascati, and major road infrastructures, which make the area particularly attractive for investments related to housing, education, and services.

It is easily accessible via the main road network, specifically through the Ring (Grande Raccordo Anulare) and the A1 motorway, served by the new road layout constructed as part of the works for the 2025 Catholic Church Jubilee. The area is served by bus and has good connections to railway stations and Roman airports.
